Toddler Reins

What age were your children when they walked sensibly beside you when outside?
a friend of mine is having trouble getting her daughter to walk safely beside her when they go out and she is scared she will run off and get hurt therefore she keeps her in a pram which she doesnt want to have to do. the reason she is so concerned is because people she knows say her daughter should be doing that by now or their toddlers can and its making her feel low. is the only way to encourage it by doing it every day so she gets the hang of it or would reins be better to practice with? how old were your children when they could do this (walking without running in the opposite direction and ignoring you when asking them to come back)? if anyone asks, i cant help her as i didnt have this situation with my children.
Neither my son or my daughter has ever ran ahead of me while walking. Ever since they can walk they know when on the road they hold my hand, No exceptions and if they refuse then they get carried which usually makes them hold my hand.
My daughter is now 5 and she’s allowed to walk a few feet in front but nothing too far.
